TechCrunch reports that major U.S. government technology provider Conduent had data from over 25 million individuals confirmed to have been stolen as a result of a SafePay ransomware intrusion in January 2025, which resulted in government service outages.

After initially reporting that the breach had impacted 10.5 million people across Oregon, Conduent disclosed in an updated filing with Texas regulators that at least 15.4 million individuals across the state, or almost 50% of the state's population, were also affected. Conduent previously said that only 4 million Texans had been hit. Hundreds of individuals across other states whose data, including names, Social Security numbers, and medical and health insurance details, were pilfered have also been notified.

Additional information about the incident has been withheld by Conduent, with spokesperson Sean Collins noting an ongoing analysis of files compromised in the attack. SafePay ransomware previously admitted to having pilfered more than 8 TB of data from Conduent's systems.
