ICIT’s Center for FCEB Resilience: Strengthening federal civilian agencies

Since its founding by the non-profit Institute for Critical Infrastructure Technology (ICIT) in mid-2024, the Center for FCEB Resilience has established itself as a central convener and thought leader focused on strengthening the resilience of the Federal Civilian Executive Branch (FCEB), the more than 100 civilian agencies that deliver essential services Americans rely on every day.

These civilian agencies operate on a massive scale yet face increasingly sophisticated cyber and geopolitical threats even as they must remain open and accessible to the public.

Compared to the U.S. military and the U.S. intelligence community, civilian agencies receive less sustained investment in resilience. This has created what ICIT identifies as a national-level resilience gap, and closing that gap is the driving mission behind the Center for FCEB Resilience.

"CISA recognizes ICIT's efforts to convene key stakeholders, deliver actionable insights, and advance broader resilience efforts.”

ICIT works to translate cyber, cloud, AI, and infrastructure risks into actionable insights for policymakers, agency leaders and industry partners. It acts as a bridge between the executive branch, Congress, state and local governments, industry and academia, ensuring that resilience discussions result in actual modernization and policy momentum.

Research, education and strategic engagement

In 2025, the Center for FCEB Resilience hosted 18 events, conducted more than 50 executive briefings and published 38 research and policy reports. These gatherings and publications addressed emerging priorities such as AI assurance, cloud and supply-chain resilience, workforce readiness, foreign-technology risk and the need for stronger public-private collaboration.

The Center also convened high-level roundtables, including a focused discussion on Securing American Energy, bringing together government, industry and academic leaders to address threats to critical energy systems.

ICIT's impact extends deeply into policy and governance. In 2025, the organization actively engaged leaders across the executive branch, Congress, state and local governments, academia, industry, and civil society.

This included collaboration with federal agencies such as CISA, the National Institute of Standards and Technology (NIST), the Department of Homeland Security (DHS), the Department of Energy (DOE), the Department of Defense (DoD), the National Security Agency (NSA), the Office of Management and Budget (OMB), the Office of the National Cyber Director (ONCD) and others.

ICIT also engaged with multiple congressional committees overseeing homeland-security, intelligence, commerce, and technology policy. The goal is to ensure that resilience considerations are embedded into legislation, oversight, and procurement decisions, instead of being treated as afterthoughts.

Partners and supporters

ICIT's work is powered by a broad coalition of partners. Google for Government is a founding member, and supporting members include the engineering and consulting firm Jacobs Solutions and the technology-services provider Invictus International Consulting are supporting members of the Center for FCEB Resilience.

ICIT also collaborates with industry groups and with universities such as Georgia Tech, the University of Maryland, and West Virginia University. This approach lets ICIT align technical expertise, policy insights and operational realities into a coherent national resilience effort.
