Romanian national pleads guilty to selling Oregon state network access

A Romanian national has pleaded guilty in the U.S. for selling unauthorized administrative access to an Oregon state emergency management network. Catalin Dragomir, 45, gained access in June 2021, advertised the illicit access, and negotiated a sale for $3,000 in Bitcoin, repeatedly accessing the system to prove control, according to a recent report by Security Affairs.

Dragomir, formerly of Constanta, Romania, obtained unauthorized access to a computer on the network of an Oregon state government office in June 2021. During the sale negotiations, he provided the prospective buyer with samples of personal identifying information obtained from the system. The Romanian national was also involved in selling access to the computer networks of numerous other U.S. victims, resulting in losses exceeding $250,000. He was arrested in Romania in November 2024 and extradited to the U.S. in January 2025.

Dragomir pleaded guilty to obtaining information from a protected computer and aggravated identity theft. His sentencing is scheduled for May 26, 2026.
