China emerges as ‘peer competitor in cyberspace,’ UK NCSC head warns

As reported by The Register, UK National Cyber Security Centre CEO Richard Horne is set to deliver a stark warning about the escalating sophistication of state-sponsored cyberattacks, particularly those originating from Chinese intelligence and military agencies.

Horne will describe China as a "peer competitor in cyberspace," a significant escalation from previous characterizations, according to a transcript of a speech to be delivered at CYBERUK 2026. The NCSC has noted an average of four nationally significant cyberattacks per week over the past year, with state-linked threats from China, Russia, Iran, and North Korea being primary concerns. These attacks, unlike ransomware, can cripple critical national infrastructure and cannot be resolved with simple payments. The NCSC head emphasizes that organizations must embed cybersecurity into their core mission, build defenses in depth, and be prepared to respond and rebuild following an attack, as paying ransoms for destructive attacks should no longer be an option.

Horne's speech highlights that the convergence of geopolitical tensions and advanced AI necessitates a cultural shift in cybersecurity. Organizations must embrace AI for defense, recognizing that it will expose existing software vulnerabilities. Horne stresses that cybersecurity must be viewed as a strategic investment, not a cost to be minimized, requiring a shared mission across all levels of an organization to build resilience against sophisticated, state-level threats that target infrastructure and secrets, not just financial gain.
