Dr. Bilyana Lilly has spent over 20 years helping organizations and democracies build resilience against information warfare, cyber threats, and digital conflict, work that has gotten her denounced by Russia’s Ministry of Foreign Affairs, chased by a Russian soldier, and called a “cyber expert” by Tom Hanks. At Accenture, she steers the firm’s cybersecurity work for multiple critical infrastructure companies and advises C-suite executives and boards on cybersecurity strategy, information warfare, AI, cyber risk, and organizational resilience. A CISSP holder, she brings a practitioner’s mindset grounded in what actually works under pressure, not just theory. She is Global Chair of the Cyber War Forum, hosted by Black Hat, which brings together senior government and private-sector leaders to prepare for conflict-driven cyberattacks, and she also advises RunSafe Security, chairs the Democratic Resilience Track at the Warsaw Security Forum, and is an Adjunct Fellow at the Foundation for the Defense of Democracies.
Dr. Lilly is the author of the bestseller *Russian Information Warfare*, now on display at the Pentagon, and the novel *Digital Mindhunters*. Her analysis has been cited by the Wall Street Journal, Washington Post, and Foreign Policy, and translated into Chinese and Russian, and she speaks regularly at RSA, DEF CON, CyCon, Nexus, and the Executive Women’s Forum. She holds a PhD in policy analysis and three master’s degrees, including an honors degree from Oxford, and previously worked at the United Nations and led practices at the Krebs Stamos Group and Deloitte Cybersecurity, serving global clients across finance and technology.
