UK security agency warns academics of China’s espionage efforts

As reported by Infosecurity Magazine, the UK's domestic security agency, MI5, has issued a rare alert warning that over 100 academics have inadvertently aided China's intelligence services in enhancing their espionage capabilities.

MI5 identified the China General Technology Research Institute (CGTRI), also known as the China Academy of General Technology (CAGT), as a key entity linked to China's Ministry of State Security (MSS). The MSS, which handles both domestic and foreign intelligence, is suspected of employing numerous hackers responsible for significant cyber campaigns. MI5 stated that CGTRI's primary purpose is to fund research that directly improves the MSS's technical capabilities for espionage. UK academics have contributed to CGTRI-funded projects in areas such as artificial intelligence, cybersecurity, and covert communications, which support MSS espionage activities that pose a threat to UK national security. The agency strongly advised academic institutions to review collaborations with CGTRI and trace funding sources for research partnerships with Chinese institutions. The warning also highlighted potential criminal consequences under the National Security Act 2023 for assisting a foreign intelligence service. Experts emphasize that universities, hosting valuable research and intellectual property, are critical components of national security and must rigorously vet collaborations.
